Observability

Observability is not yet added to MijnBureau but it is on the roadmap.

We plan to expect the prometheus operators to be available and add a switch in mijnbureau to enable monitoring for all tools using service and pod monitors. We also plan to prepare grafana dashboards for you to easily get insight into MijnBureau. We will start with metrics, then add logging and maybe later traces.
